Systematic Mapping Framework for NIS2 Directive Compliance: ENISA Technical Requirements to Cyber Range Implementation

The NIS2 Directive establishes comprehensive cybersecurity obligations for approximately 30,000 organizations across 18 critical infrastructure sectors in the European Union. ENISA’s Technical Implementation Guidance translates these requirements into 13 technical areas comprising 169 specific components, yet organizations face significant challenges mapping these regulatory requirements to practical training and assessment approaches. This paper presents a systematic mapping framework that correlates ENISA technical requirements to cyber range implementation models, enabling evidence-based validation through simulation-based assessment. The framework provides structured methodology for evaluating cyber range coverage capabilities across all ENISA requirement areas using standardized scoring criteria. Our mapping approach addresses critical gaps in workforce development and regulatory preparedness by providing practical implementation guidance for cyber range deployment based on regulatory compliance objectives.
